HCESC Governing Board

Hamilton County Educational Service Center (ESC) is a not-for-profit government entity that supports schools, non-profits, and other government agencies. The ESC is a local political subdivision considered a school district under state law and governed by a publicly elected board of education. Day-to-day operations are conducted through the ESC superintendent, treasurer, and other administrators.

ESC’s: making a difference in Ohio’s schools for over 100 years

What are today’s ESCs were established in 1914 through an act of the Ohio General Assembly – “The Rural School Code Act.”

The law created 88 “County School Districts” and charged them with the task of “elevating the state’s system of education to a proper standard.” This effort entailed county office staff members drafting courses of study for school systems, providing in-service training for teachers, and assuring quality classroom instruction through supervision and evaluation.

The role of the county offices of education evolved and expanded over the next several decades. In the 1930’s, they began assisting districts with fiscal and purchasing services; later in the 1960’s, their responsibilities expanded again as they began operating special education programs and increased professional development and technical assistance for schools.

In 1995, Am. Sub. H.B. 117 changed the role of the “County School Districts” by redefining their responsibilities and renaming them “Educational Service Centers” – a statutory name change intended to reflect the evolving nature of ESC programs and services. The law also encouraged county offices to merge into regional agencies.

We do not connect the Personally Identifiable Information and Non-Personally Identifiable Information we collect on our Site.

We do not sell, trade, or rent to others the Personally Identifiable Information we collect online. Unless we have your permission, we will share the Personally Identifiable Information you provide online only with other public school entities and/or businesses that provide services to HCESC and only for the purposes described above. Where HCESC engages third parties to perform services on our behalf, we will require them to observe the intent of this Online Privacy Statement.

On some pages we offer you the opportunity to receive information from companies with products or services that may be of interest to you. If you choose to receive such information, HCESC may assist these companies in their marketing activities by forwarding their messages to you, but we will not provide these companies with any of your Personally Identifiable Information.

Basic Service Membership

Basic services provide a foundation for staying informed about current issues in education. This membership affords districts the opportunity to stay connected to both the Ohio Department of Education and curriculum leaders in other districts.

Basic services provide for collaboration

District and building membership in the Hamilton County ESC instructional consortium which includes services and support in areas such as curriculum, standards, leadership, assessment, data analysis, instruction, and educational technology.

Easy access to content and instructional expertise; leadership for new and ongoing consortium projects; and connections to people, resources, professional associations, and the Ohio Department of Education.

Opportunities for district personnel to obtain answers to rules and regulations, to leverage participation in grants and professional development, to network with experts and other districts, and to gain resources for district/building work.

HCESC basic services consortium groups

Instructional Council, Literacy Council, Math Council, Gifted Services Council, and Technology Leadership Council. These groups hold monthly or quarterly meetings.

Basic services partnerships include:

  • Resource sharing and/or cost savings
  • Working with Ashland University to lower costs of professional development graduate credit
  • Identifying vendors to provide reduced costs to member districts
  • Regional and state entities to provide information, knowledge, and resources to member districts
