EARLY LEARNING PROGRAM
The HCESC Early Learning Program is an early childhood education program working in collaboration with 15 suburban Hamilton County public school districts. The main center of operation is located at the Kemper Heights Early Learning Family Resource Center in Forest Park. The Early Learning Program has built a reputation over the past 40 years of providing a comprehensive service to the children and families of Hamilton County. - Ohio’s Early Learning Initiative (ELI)
A full-day, full-year education and care program; 35-52 weeks for 3-4 year old children. Locations in Deer Park, Forest Hills, Lockland, Mt. Healthy, North College Hill, Northwest, Oak Hills, Princeton, and Winton Woods school districts.

- Head Start
A federally funded preschool education and care program; 35 week services for 3-4 year olds in 15 school districts.

- Early Head Start
A home-based program for pregnant mothers and children from birth to 3 years of age; 35-52 weeks. Located at the Kemper Heights Early learning Family Resource Center in Forest Park.

- KIDS
The Kemper Heights Interagency Developmental Services program is a preschool program for 3-5 year old children who have suffered severe traumatic events of child abuse, domestic violence, emotional maltreatment, and/or extensive hardships. Located at the Kemper Heights Early Learning Family Resource Center in Forest Park.

EARLY CHILDHOOD COMPREHENSIVE CONSULTATION AND PROFESSIONAL DEVELOPMENT
We offer comprehensive consultation to district administrators regarding all aspects of Early Childhood. professional development for trans-disciplinary Early Childhood personnel who are directly involved in providing service delivery to Early Childhood special education programs.

A trans-disciplinary team approach provides high quality programming and services - all designed to meet the needs of the whole child. In all of our service areas, the focus is on meeting the physical, social, emotional, and cognitive needs of each child.

EARLY CHILDHOOD ITINERANT SERVICES
Early Childhood special educators will provide support services to children with disabilities in
Head Start, Early Learning Initiative, home, preschool, child care centers, or a district site.

HALF-DAY CENTER BASED PROGRAM FOR CHILDREN WITH INTENSIVE NEEDS
A trans-disciplinary team approach provides high quality programming and therapeutic methods within a naturalistic early childhood environment for children with intensive social and communication needs. The interventions and modifications are embedded in the environmental design of the classroom to maximize effectiveness. The program is specifically designed for children needing high level of continuity of service and environmental control.

HALF-DAY CENTER BASED PROGRAM FOR CHILDREN WITH INTENSIVE THERAPEUTIC NEEDS
A trans-disciplinary team approach provides high quality programming and therapeutic interventions within a naturalistic early childhood environment for children with intensive needs in the area of motor, communication, medical, positioning and equipment. The program is specifically designed for children needing high levels of modifications and adaptations to access and participate in the early childhood curriculum. NOTE: This program is a collaboratively governed unit by membership districts, HCESC and HCMRDD.
