The Early Learning Program, formerly known as Hamilton County Head Start, is committed to improving the coordination and collaboration of early childhood care and education services for three-, four-, and five-year-old children in Hamilton County. The HCESC Early Learning Program offers Head Start, Early Head Start (infants/toddlers), and Ohio’s new Early Learning Initiative (ELI) as options for families with limited resources. These programs, offered in public schools, childcare centers, and in school-linked family resource centers, lay the foundation for school achievement for years to come.

The Bonnell Street location is home to many members of the Region 13 State Support Team which is responsible for the regional delivery of school improvement, literacy, special education compliance, and early learning and school readiness services to districts. In addition, there are a variety of resources available for loan to families, educators, and students.

The Learning Center at North Norwood is a public school for students with disabilities that specializes in intensive supports for students with behavioral and/or mental-health needs. An interdisciplinary approach provides a team of professionals working with the student and his/her family and community-support systems in building effective academic and social/behavioral strategies.
